Set the required number of users to establish quorum for a change on the wallet.
Wallet operations include user addition, user removal, and updates. Executing a change,
requires votes of many users, to accept the change. If this value is 1, MPA is effectively disabled. If
greater than 1, any attempt to change wallet parameters will trigger an MPA election.
